Protect our vulnerable power grid from being easily taken down and mitigate an attack that could kill "9/10 Americans"

An attack or natural event taking down our power grid would be catastrophic and would make 9/11 or Hurricane Katrina look like nothing, killing an estimated two-thirds of Americans at the least, and 9 out of 10 at the most. It would only take simple choreographed attacks on 9 of our key sub-stations to keep the nation without electricity for YEARS.
Our most vulnerable asset is currently unprotected and ignored, even when commissioned reports have reported the above facts. Now with our open border making it no problem for terrorist to carry out this catastrophe we need to take action.
