In order to prevent any future industrial accidents from wreaking large scale devastation on surrounding towns, require industries stockpiling, storing or producing large amounts of explosive chemicals and/or materials to either have enough surrounding land to act as a buffer zone to absorb any high energy blast wave, or either to build an earthen berm large enough to deflect the blast wave from adjacent property.
