Establish safe passage for Syrian refugees to safe camps where they can be reviewed for transfer to the United States where they can either work and live until it is safe for them to return to their homeland, or they can pursue U.S. citizenship. Housing will be prepared for them in Detroit by FEMA renting or purchasing abandoned housing and hiring unemployed construction workers across the U.S. to carry out the necessary work of rehabbing. Additional funding will need to be provided to the State of Michigan and the City of Detroit to pay for the needed services to both current and proposed residents to assist them in establishing permanent homes and livelihoods.
