Protect Preference Eligible Veterans from being “excess employees” due to any changes within the U.S. Post Office

Veterans Covenant Act
The purpose of this petition is to ensure that preference eligible veterans, as defined by U.S. Office of Personnel Management (OPM), receive their full rights, that they are not subjugated to a collective bargaining agreement (CBA) while employed by the U.S. Government.
Specifically, that CBA contractual rule of removing excess employees does not take precedence over preference eligible veteran’s rights as set forth in the Veterans Guide developed by OPM.
According to OPM (2012), “since the time of the Civil War, veterans of the Armed Forces have been given some degree of preference in appointments to Federal jobs”.
Veterans have done everything that we have asked of them, they deserve no less than to be honored, respected and for us to keep the Veterans Covenant.
