Whereas the doctor-patient confidentiality tradition has been a bedrock principle of the American legal and medical systems;
Whereas the doctor-patient confidentiality tradition is imperative to ensure the best outcome for patients;
Whereas patients are entitled to a high degree of privacy with respect to their medical conditions;
Be it resolved that the executive branch is petitioned to ensure that contents of medical records only be disclosed to government authorities without a patient's consent in three cases: in cases where a patient has expressed a clear intent to harm others; in cases where a patient has a reportable infectious disease; or in cases where a judge has signed a search warrant.
