With the recent deaths of two of the remaining Southern Resident Orcas in the Puget Sound, the total population is down to 79 from 85 at the beginning of 2016. Both recently deceased orcas were deeply malnourished, and the most recent, J34 "Doublestuf," also suffered a fungal infection related to dart tagging by NOAA. We ask the Administration to order the Department of the Interior to initiate a National Environmental Policy Act (NEPA) review to determine dam related impacts to federally endangered salmon in the Columbia basin, and dismantle four dams in the lower Snake River. Dismantling these dams will greatly increase the available Chinook Salmon food supply to these endangered animals, perhaps preventing or delaying the extinction of this genetically unique population.
