In order to insure the appropriate use of our nation's resources and protect our ecological stability, it is proposed that companies that utilize our natural resources in oil and coal be required to initiate and maintain a fund in the amount of $10 billion (10,000,000,000.00) to be used solely for the follow three areas:
1. To provide reclamation for accidents that include, but are not limited to, oil spills, coal fires and mining accidents as they affect United States territories and waters.
2. To provide restitution for all claimants showing damage from actions related to the occurences in item 1, hereinabove.
3. At the discretion of the Environmental Protection Agency, grants for projects directly related to the prevention and clean up for occurences in item 1, hereinabove.
