Protect taxpayers from having to pay for individuals sex-change operations in prisons or on federally-funded healthcare.

Taxpayers should not have to pay for anyone to get a gender-reassignment surgery. This includes anyone on federally-funded or state-funded healthcare and anyone currently an inmate at a federal or state prison facility.

Gender re-assignment per person costs an average of over $100,000. This includes not only the surgery but all the hormone injections that one has to take before and after the surgery.

Those suffering from what psychiatrists call gender-identity disorder, are in no danger of dying, nor are going to suffer physical pain due to not having surgery. This is an elective surgery that costs a lot of money to perform and the taxpayers should not have to foot the bill. We don't have to pay for people to get plastic surgery and, in a way, this is just a glorified version of that.
