Protect the United States from cyber-terrorism by granting amnesty to American hacktivists

Reason for the petition:
On Feb 14 the head of the House Intelligence Committee, said China's cyber espionage targeting U.S. industrial secrets "has grown exponentially both in terms of its volume and damage it's doing to our economic future" (Bloomberg). Most attacks are from Iran, China, and Russia.The GAO recently released a report stating the number of cyber attacks on federal agencies reached 48,562, up 782% in 6 yrs.

This petition calls for the President:
1. to demand all nations with sufficient infrastructure to stop and aggressively police attacks on the US. If not, he will pardon any individual caught breaking a law while committing hacktivism against the offending nation.
2. to grant amnesty to any hacker for previous crimes against the US if they will work for the government.
