To protect U.S. citizens, limit the number of police and security guards carrying weapons of lethal force.

Other countries don't have every law enforcement officer equipped with guns and it's rare they have citizens being injured or killed by law enforcement. We should try a system like the U.K. where some officers carry firearms after evaluation and training. The training or culture of the U.S. police force has made carrying and discharging firearms too acceptable. Make carrying a firearm a responsibility only conferred to those who have shown the ability to react calmly and rationally.
