If being duped by foreign con artists was a crime, many American Citizens would be convicted: funding fake foreign scams proffering Princes exiled by their countries; families would be prosecuting for their children trying to participate in terrorism; and Dentists would be prosecuted for being hunters. You cannot expect everyone to be an expert in foreign law or every customer to hirer a lawyer to check companies records. When a person pays $50K to a business, legally and overtly, it is fair for them to expect that country is policing itself - after all it is the COUNTRIES RESPONSIBILITY, not the customer's responsibility.
