The US must officially protest China's claim of dominion over the Dalai Lama's reincarnation and succession.

It is absurd that the Chinese position on this is “Decision-making power over the reincarnation of the Dalai Lama, and over the end or survival of this lineage, resides in the central govt of China...”
This issue can be dealt with separately from Chinese dominion over and domination of Tibet.
The US Govt's morbid fear of offending the Chinese govt must be overcome to support the proper position on this human rights issue.
