Provide the 3.7M US Citizens living in Puerto Rico same rights and responsibilities as the rest of the US Citizen in USA

United States and Puerto Rico have a 116 year relationship, under which the US Congress granted the US citizenship to puerto-ricans 96 years ago. Puerto Rico political status has affected the socio-economical development of the puerto-ricans since there is not equal political representation in the US Congress yet is the same US Congress that decide over those living in Puerto Rico. Puerto-ricans have delegates on the national parties yet have no right to vote for the US President. Puerto Rico shares the same currency, US Postal Service, Federal Agencies, etc. Puerto Rico is not a State but is not a Country, it is a colony of the United States. It is time to make the right thing, either grant admission into the Union or allow Puerto Rico to become an sovereign country. Thanks.
