This is a request for study of the following proposal:
A federally issued $5,000 credit card which enables all adult American citizens to purchase American-made products only.
The card carries interest at 5% and can be repaid and used again, only to be American made goods, like any other revolving charge account. It cannot be used to repay other debt. It cannot be used to pay for services - only for goods manufactured in the United States.
This program lends money to the American people, essentially lending them their own money. This program does for the American people what the rescue program did for the automotive and banking industries. THIS program will IMMEDIATELY and SIGNIFICANTLY stimulate employment.
