There are so many schools that do not have underground shelters, which provides the safest environment from severe weather such as tornadoes.
Teachers place children in hallways, which are basically wind tunnels as opposed to protection. We are told to retreat to a room in the middle of our homes or businesses, yet tornadoes can completely wipe those structures from their foundations, leaving only the concrete slab.
Parents will feel much better about having their children at school during disasters, such as tornadoes, knowing they will be safe underground in a shelter. Even if the roof caves in and the walls crumble, rescuers will be able to get to them eventually to find them completely safe, knowing exactly where to look... in their underground government-provided storm shelter.
