Provide and ensure that the first clip in police firearms is nonlethal while on patrol or to prevent unneeded fatalities

In light of recent shootings, it has come to our attention that there needs to be another layer of protection
when it comes to police firearms. When walking up to a vehicle or entering an area after a 911 call, the first piece of equipment an officer would have in his hand would be his pistol.
Giving the officer the opportunity to have a non-lethal clip for his pistol would greatly increase the chance of a fatality being avoided. At the same time, it would not be interfere with a policeman's personal protection as he would still have live rounds in a clip on his belt.
This non-lethal clip would simply serve as an alternative to using deadly force. Some might argue that the police already have non-lethal alternatives like a tazer and pepper spray, but we argue that these would not be the
