Provide Compassionate Solutions for the Epidemic of Homeless Animals in the US

There are now over one hundred million feral dogs and cats living hideous, dangerous lives on the streets of the United States. This population explosion is due to human irresponsibility, cruelty and neglect. Now, an internal memo in the Harrisburg, Pennsylvania Police Department instructed members of their force to stop bringing stray animals to shelters and shoot them dead.
This is unconscionable.

For years, American animal rights activists have decried mass slaughters of stray dogs and cats in Eastern Europe and now law enforcement agencies in our own country are issuing the same dictates. We urge the President and Congress to address this crisis now with compassionate solutions. Spay and neuter. Create jobs for people to care for homeless strays and rehabilitate them.
