Develop a government and business partnership that pays all costs for any person that is accepted to a fully accredited college or university studying science, technology, engineering or mathematics. Maybe make it a loan that is forgiven, tax free upon graduation that becomes payable five years after they start the program. This prevents the problem of the unfocused, perennial student who graduates ten years or so after starting.
