It is estimated that between 4 and 7 million US citizens live abroad. According to 2010 census data, this population would rank between Oregon and Kentucky, at least, in terms of total population. Oregon has 5 congresspeople and Kentucky has 6. Americans living abroad have none, as they are registered as voters in their last jurisdiction. Therefore they are not equally represented, particularly when it comes to issues relating to laws, taxes and elections. Creating a constituency (including the Electoral College) for American citizens living abroad who are registered with their consulate would allow for equal representation of this portion of the population. It is important to note that Americans living abroad must file tax returns every year, regardless of where they earn income.
