Every child in America deserves to be taught to read, write, and perform mathematics at a functional level, regardless of their educational placement. Therefore, it behooves all of our children to receive public tax money, both state and federal, in the amount determined necessary for teaching a child to perform basic skills in reading, writing, and math, in the form of a voucher sent in the name of the child to the parents to be used at the legal school of their choice, regardless of educational or religious philosophy. Children qualifying for special education services would receive the adjusted amount in their voucher for services specific to basic skills.
