In July, 1978, French government employee MICHEL WINTER disappeared off of the coast of Italy bound for Libya while traveling in a DC-2 (FBIE). The plane was found in Chad a year later. On September 25, 2009, the Central Intelligence Agency denied a Freedom of Information Act request by stating that it would neither confirm or deny the existence or non-existence of records relating to Mr. Winter's disappearance. (On May 23, 2012, the CIA denied an appeal of this decision). It has been 35 years since Mr. Winter's disappearance.
