Provide a FICA credit for college application and admissions test fees, include dependents, thereby increasing access

Working class students and tax payers with student dependents shouldn't be inhibited from pursuing admissions and applying to undergraduate and graduate programs simply because they can't afford the high costs of applying to colleges or taking required admissions tests. The associated costs of applying to these programs have increased in price, making it a major factor in the decision to attend college. Providing a working-class tax credit would open up access to education for hundreds of thousands of students each year. This tax credit would encourage the pursuit of higher education, and create the conditions for a skilled work force with higher levels of education fueling economic growth.
