Provide financial assistance to high school students affected by Hurricane Sandy to attend in-state public colleges.

Hurricane Sandy has affected and will continue to affect the income levels and asset values of a large number of Americans. Due to the high cost of repairing homes, and rebuilding lives, many high school students will find that their families' new financial circumstances will adversely affect their ability to afford college. A special grant or no-interest loan program should be set up and administered by FEMA or the SBA to provide college assistance to families who have been approved for disaster relief. The program should cover in-state tuition and room and board at public colleges and universities.
