The lack of a lethal deterrent force has contributed to declining morale among our nation's parking enforcement units. Time after time, those who think they are too good to pay for parking are getting away with their crimes. Serial offenders roam free with little fear of retribution. If the balance of power is not restored between criminals and those whom we have entrusted with the authority to maintain order on our streets, it is not hard to envision the day when the only recourse to justice will lie with volunteer militia groups. Dear Mr. President, hear our cry!
