Any U.S. Citizen that is either unemployed or under employed that is at the age of 35 or over should be eligible for a free education at any publicly funded university. This would allow for the individuals that are unable to find a dependable source of income to learn and/or develop new skills to make them more viable in the work place. By doing this it would promote a stronger work base and increased economic development.
