provide lifetime, no-cost credit monitoring and identity theft protection to victims of the OPM cyber breech.

While the Federal Government has had extensive warning about the vulnerability of Federal information systems for decades, these vulnerabilities have continued to exist. Federal workers and contractors, especially those investigated prior to receiving security clearances, are at higher risk of malicious activities from nation-states and criminal networks. The failure of OPM to protect the personal information of Federal workers and contractors has created dangers to them that will persist for decades. Since the Federal government demanded the information yet failed to adequately protect it, the Federal government has a moral obligation to continue to mitigate to the maximum extent possible the risk of identity theft or other associated malicious acts for the victim's entire lifetime.
