US airport terminals are rare if not unique in that one has to pay to get a luggage cart. This is, in particular, presents a most unfriendly welcome to international travelers. One is dazed, without petty cash, and unsure about using a credit card machine after having crossed an ocean on a long flight and then having dealt with immigration authorities. The least an US arrivals terminal could do is provide free luggage carts. Every other country can do this. Why not the US? If cost is an issue then the $6 should be added to each plane ticket.
