At Federal expense, provide a handgun, ammunition and Federal cary permit to every adult American citizen upon successful completion of;
- a background check to exclude criminals and those with mental illness,
- a gun safety course,
- qualify at the firing range.
Require permit renewals every 3-5 years to verify continuing knowledge of gun safety and to re-qualify on the firing range. Also, impose a ban on all gun-free zones including airplanes,airports and government buildings.
