Recent news stories have appeared about a construction worker who was arrested, lost his contracting job at a Veterans Hospital, and paid a hefty fine of over $500 for failing to pay for a "refill" of soda (value .89 cents).

The dispenser was out in the open and the man did not see the signage about no free refills. Federal Police confronted and arrested him.
This petition urges the President to use his influence to make all food/drink/snack areas with fountain sodas, within Veteran Hospitals, to provide free refills rather than charge for them.
In particular, veterans who served our Nation will be able to be served a FREE refill in return.
