Creation of additional recycling plants in California can limit the amount of recyclables being sent to areas such as India. 20 million pounds of recyclables from California are sent to India to end up in large masses of plastic, and otherwise. In addition to having a large amount of recyclables exported, any recycling plants it does contain are not state operated.
