To create a system of canals, lakes and ponds to control flood and drought conditions through the use of wind, solar, electronic controls. This system to be constructed in every state of the union to provide jobs for the future while at the same time protecting lives, property and the environment.
All states would benefit from such a system and the savings from floods and droughts would pay for the system in the long term.
All education and skill levels would be able to participate in this system, providing jobs for students and professionals.
