I propose a law that would grant GI Bill benefits to all veterans with a service-connected mental disability who completed a time in service equal to their initial active duty commitment. This law would not apply to those with a dishonorable or bad conduct discharge. I chose this phrasing very carefully to avoid loopholes. For example, if the ‘mental’ part of ‘service-connected disability’ were removed, anyone with impaired hearing would qualify. If the ‘time in service’ aspect was removed, the VA could make the claim that veterans never actually completed their initial term of service. Current GI Bill benefits are based solely on classification of final discharge; prior terms of service are irrelevant & the approval rating for successfully upgrading a discharge is under 10%
