In the present time, the US has a low prime rate, yet the banks are not encouraged to lend this out in a speculative manner. The existing system of small business loans is not working as it was originally intended. The original intent was to foster growth and development, helping to make America a place of growth and promise for generations to come. A growth program is needed to encourage development of better ways to measure the potential of startups. Then consumer banks should be given quotas of small business loans to be awarded to many promising startups. Strict controls must be put in place to select companies that are likely to succeed and improve the economy where they are based. The entrepreneurial spirit of America is what has always driven America's greatness and is now needed.
