The higher out-of-state tuition prices were originally established in order to promote the attendance of colleges from state residents. Ultimately this has led to geo-locking for many students, as students are forced to go to cheaper in-state colleges that may not be the best collegiate fit. The ones who do decide to take the risk of going to college out-of state are left with years of debt.
