A well regulated Militia, being necessary to the security of a free State, the right of the people to keep and bear Arms, shall not be infringed. This right has been conflated by the Courts with the right of self defense. Since there is a public interest in assuring gun safety, since concealed weapons have been demonstrated to provide a resource to reduce criminal acts, since a concealed carry permti is granted on completion of training, and since regular practice will enhance gun safety, it is proposed that an idnividual who has a valid concealed carry permit be granted a deduction from adjusted gross income in calculating Federal income taxes for 240 rounds of ammunition per year.
