In an effort to reduce out of college indebtedness, increase the America's education level, and provide more affordable education for all American citizens, all present and future interests rates should be dropped to 0% with reasonable payback terms. Interest free program should be limited to fully legal American citizens since it is our tax dollars funding the loans in the first place.
