Provide legislation to the popular vote that provide congressional term limits to 12 years of service. This would provide congress time with two presidents to get work done timely. Also to establish a vote every 4 years on pay increase for congress as no goverment official should be able to vote there own pay increase. These vote should be next to the presidential ballot.
