This program would allow state and federal tax returns of welfare recipients in excess of $500 to be held as reimbursement for the value of the benefits received.

Unemployment taxes are taxed as Unearned Income and I believe that welfare benefits such as food stamps, child care vouchers and health insurance should also be taxed as unearned income.

Many welfare recipients receive large tax refunds in excess of $5,000; any amount over $500 should be held and immediately returned to the states to reimbursement the taxpayers for welfare expenditures.

This program does not take any benefits away from recipients but does provide some relief to taxpayers who carry the burden.
