Provide mobile apps for submission of Do Not call violations to the Federal Trade Commission

The top contributor to the FTC Do Not Call violations at 21% submissions in 2014 is a company called PrivacyStar.

Current free and paid apps make the user the product by gathering advertising metrics. A government sponsored/provided open source app would respect user privacy, allows for citizens to contribute.

With the success of the free and open source FCC Speed Test app available for both Android and IOS devices as part of the Measuring Broadband America program, it makes sense that other government agencies should follow.
