A monetary award would provide a financial incentive for a person who may have knowledge of a person or persons who may be planning an act of terror. If the information leads to the apprehension and conviction of the persons involved, then they should receive the financial award. It would be the same as the whistleblower awards now offered by the federal government and would probably be a more cost effective way of finding individuals proactively before the act can be completed.
