Designed to provide housing choices for people on ssi/ssdi, who are usually well below poverty level. It currently takes on average 16 yrs to receive a section 8 or choice voucher, which typically leaves many homeless because most rental properties tend to want 3x the income of whatever the rent is. Example, if rent is $500 per month you need $1500 in income to quilify to rent, which is impossible if you only receive inly $800 per month. On that type of income, you only qualify to rent something $267 or less, and thats not realistic. Often times those who are on ssi or ssdi are elderly or disabled and put at risk because of a lack of suitable housing choices for safety reasons.
