The health and welfare of the Disabled or those who are in need of a healthier atmosphere are restricted because of income and knowledge. This petition would allow the individual to move their belongings into a new residence of a state within the boarders of the United States. Health shall be the only factor, which means that no one will take a business or to their site choice for employment reasons. The move shall be restricted to a one time move in the persons lifetime.
