The government is responsible for building and maintaining infrastructures to enable commerce. Having a skilled workforce is critical to this. It is the purpose of this petition to expand the concept of "infrastructure" to encompass skills training.
No longer can a person expect his/her skills to last a working career. There is a continual need for acquiring new skills.
Philosophically, the United States of America is perceived to be "the land of opportunity". Insuring that every citizen has an opportunity to acquired a marketable skill is a basic cornerstone to this perception.
