Mr. President, you are the Commander-in-Chief and this will not require any approval from your lame Congress. Instead of releasing returning Iraq troops into a poor job market, keep them in uniform and their pay grade, return them to or near their home town to start rebuilding the decaying infrastructure. This approach will not only keep the jobless numbers from going up as they return, It will not require any more revenue than it takes now from the budget and it will train and prepare veterans for a future career. As they gain experience in their new assignments, promote them to management positions to continue training new returnees for a continuing bootstrap operation.
