Thousands of foreign students study and do great work at our top universities. After intense study for years, they graduate and are often sent home.

If they pass background and citizenship tests (they already speak English), they should be given an opportunity to remain and help build intellectual capital here in the U.S.A.

Why would we use state resources to train the best and the brightest scientists and engineers from afar and not try to keep them here after they graduate?
