Provide post high school unemployed youth earn income/training rebuilding/maintaining our infrastructure

Institute a program for our unemployed youth that would give them a 'place to be' and ability to earn an income/trade Subsidized by our government, post high school grads would be paid for maintaining and repairing local roads, housing, streets, parks. This could also be intended to include the private sector in the area of internship in return for tax incentive for individual companies, especially small business which would go a long way in keeping small businesses afloat. Youth being idle without a means to earn and have hope for a future will only create future inmates that in the long run cost more to house in jails.
