provide prior military persons and veterans the equal opportunity to upgrade re-enlistment codes yearly, after a medical evaluation ,provided by a qualified physician of the persons choice, has been completed and cleared as healthy, mentally and physically. Prior military and veteran persons should be protected under the same laws provided in Illinois Human Rights Act of 1970, free from unlawful discrimination of prior military status and prior mental or physical status or disability.
