Provide prisoners incarcerated at Guantanamo with fair trials.

The Guantanamo Bay detention facility was placed under U.S. control after the Spanish-American war in 1903 under the Cuban-American Treaty of Relations. The treaty specified that the U.S. would retain control of Guantanamo Bay while Cuba would retain the sovereignty of the camp. After the September 11, 2001 attacks, the U.S. Military set up the facility as a detention center for suspected terrorists. The United States chose the Guantanamo Bay because terrorists would not be protected under the Geneva Convention since the prison is located outside of U.S. territory. At the detention center, prisoners are subjected to methods of torture, including waterboarding, and, unconstitutionally, none of them have actually had a fair trial in which they were convicted by a court of law.
