The CSE program provides states with incentive payments and matches state expenditures up to 66% for CSE. In 2011 alone, states received $5.12 federal dollars for every $1 in support they collected. This explains why states are very aggressive in collecting child support. However, non-custodial parents have no resources except to hire an attorney, which most cannot afford, to enforce a visitation order. States like Texas enact mediocre laws that are rarely enforced, but there is no incentive to force custodial parents into compliance with custody orders. Establishing a program that provides legal representation for non-custodial parents will prevent the considerable amount of parental alienation that occurs daily in this country because a parent is simply too poor to hire a lawyer.
