A public forum will be created requiring all employers seeking H1B hires to outline the reasons why no US citizen is qualified to do the job, and what steps they have taken in a good faith attempt to find one.

The submissions would be published, indexed, and searchable by geographical region and job category, for a period of 30 days prior to seeking a foreign worker.

Each H1B application would be open for public comment which will be considered in the official decision to grant the visa. If a potential US applicant demonstrates substantial qualifications for the position, or that the requirements are unrealistic(i.e. more years experience with a technology required then it has existed), the employer must provide a valid response before the visa will be granted.
